Objectives

The project is aimed at collection, processing, scientific evaluation and dissemination of knowledge and information on the recent and coming development of the forest sector in countries with economies in transition (CIT) and its possible consequences and opportunities for the Finnish forest sector.

Project objective is to contribute to the improvement of knowledge and information on recent legal and policy developments in CIT, structural changes, mainly restitution in their forest sector, their impact on expected wood supply and trade as well as on Finnish business opportunities and technology transfer by cooperation in technical development and supporting innovations and entrepreneurship.

Because of the complexity of the issues connected with the transition process in the forest sector, project objectives will be achieved by implementing three work packages which complement each other and have specific objectives and outcomes.

Specific objectives are focused at the improvement of knowledge and understanding of: • legislative and regulatory basis, forest policies and related instruments in CIT and their provisions supporting sustainable and multi functional forestry as well as market economy. • the impact of structural changes in the forest sector, mainly restitution of forest land, privatization of activities in forest management, privatization and restructuralization of forest industries on wood supply and trade in Europe, estimation of the risk and uncertainty factors in roundwood and wood products international trade. • preconditions for development of Finnish business opportunities, technology transfer and appropriate procurement systems development in the countries with economies in transition.

The outcomes of the project are oriented on the needs of main beneficiaries, e.g. policy and decision making at the level of the Ministry of Agriculture and Forestry, other forestry organizations, industrial and commercial sphere as well as in research activities as a background information for other research projects focused at the forest sector in CIT.
