Analysis of the process of transition and recent developments in the forest sector in Central and Eastern European Countries and research priorities formulation

Objectives

The project is aimed at analysis of the outcomes of international initiatives supporting the process of transition such as the Resolution H3 adopted by the 2nd Ministerial Conference on Protection of Forests in Europe, IPF/IFF, UNFF and their implication for present forest policies and legislation in accession countries from the point of view of their provisions on sustainable multifunctional management and utilization of forest resources. Developments and present situation in institutional structure, economic conditions and other aspects resulting from the transition process will also be analysed. Basic data and information on forests and forest sector will be collected and up-to-dated. At the basis of those analysis the most relevant problems in forest sector of countries accessing EU and other CEEC in the process of transition will be identified and formulated in research themes, topics and methods of research for research plan within next 3 -4 years.

The project has two main parts:

The first part of the project is aimed on analysis of the outcomes of the major international initiatives supporting the process of transition and their implication for sustainable forest management and utilisation of forest resources, analysis of requirements and demands of newly established private forest sector for sustainable forest management and collection and evaluation of basic data and information on forests and forest sector in countries with economies in transition.

The second part of the project is based on the data and the information collected and analysed in the first part. It is aimed at analysis of priorities for Finnish contribution to the process of transition and its influence upon Finnish forest sector and identification of the most relevant research problems to be solved, formulation of research project(s) and appropriate methodologies.

Sub-themes and their specific objectives:

Sub-theme 1: Analysis of outcomes of major international initiatives supporting the process of transition and their implication for sustainable management and utilization of forest resources. 1/2004 – 7/2004 The objective of this sub-theme is to analyse the process of transition in forest sector, measures taken during this process, their implication within CEEC, define state of affairs in respective countries and their specific priorities which should be addressed during next years.

Sub-theme 2: Analysis of requirements and demands for sustainable forest management in newly established private forest sector. 3/2004 – 8/2004 The objective of this sub-theme is to analyse the specific conditions of newly established private forest sector in CEEC, needs of private forest owners to secure sustainable forest management and biodiversity conservation. Main problems which should be solved during next years are being also defined.

Sub-theme 3: Collection and evaluation of basic data and information on forests and forest sector in countries with economies in transition. 1/2004 – 12/2004 Because of frequent changes of situation in CEEC data on forests and forest sector should be collected, up-to-dated, and analysed to get the realistic picture of the situation as a basis for definition of activities needed in the future

Sub-theme 4: Identification of priorities for Finnish contribution to the process of transition and its influence upon Finnish forest sector. 9/2004 – 12/2004 Finland has been actively supported the transition process by participation in international initiatives as well as by bilateral cooperation with CEEC. The objective of this sub-theme is to identify priority fields of future Finnish contributions at one side. At the other side also the implication for Finnish forest sector should be analysed.

Sub-theme 5: Identification of the most relevant problems to be addressed by research and formulation of research project(s) and appropriate research methodologies. 8/2004 – 10/2004 This is the main objective of the project. The outcomes of the analysis done within the sub-themes 1 to 4 will be the basis for identification of prior areas which should be solved by research. Research themes and topics will be formulated as well as methods by which they will be solved.
