Greenhouse gas inventory
The inventory of emissions and sinks of the LULUCF sector can be divided into reporting to the UNFCCC and to the reporting under the Kyoto protocol. Land areas have been divided into areas that have remained in the current land-use and to areas that have changed since 1990 (KP) or during previous 20 years (UNFCCC).
Finnish Forest Research Institute (Metla) is responsible for quantifying land areas and land-use change for Finland. Metla also reports emissions and sinks from Forest land and from Wetlands.

Harvested Wood Products (HWP)
Emissions and sinks from the Harvested Wood Products are reported voluntarily as an information item.
Uncertainty estimation
An important part of the GHG inventory is the uncertainty estimation of emissions and sinks. Estimates of sinks and emissions of LULUCF sector build on the National Forest Inventory (NFI) data that is a sample based assessment of forest resources.
