1. Opening
Peter GLÜCK opened the meeting
and welcomed the participants. Eduardo ROJAS-BRIALES could
not participate, but is prepared to take the responsibility for
the organisation of the first Seminar in Solsona, Spain. Willi
ZIMMERMANN sent excuses for not being able to be present. Johannes
Voitleithner participated as an observer as a new researcher on
NFPs at BOKU.
Chairman informed that the number
of participating countries had increased to 15 by 15 November,
1999.
2. Work plan for the whole Action
The Draft Work Plan presented in
the MC meeting 18-19 October, 1999, was thoroughly discussed and
developed further to be presented for approval in the next MC
meeting in Freiburg 20-21 March, 2000.
3. Work plans for WG1 and WG2
The procedure for preparing the
Work Plans for the Work Groups will be as follows:
- End of January 2000: The members
of the WGs will be known.
- February – 15 March 2000: WG
Chairpersons prepare a Draft Work Plan through e-mail communication
with their WG members.
- 15 March 2000: Lists of European
NFP researchers, research projects and literature available.
- 20-21 March 2000: Discussion
of the Draft Work Plans at the Freiburg meeting.
- April – October 2000: Further
development of the Draft Work Plans.
- 18-19 October 2000: Approval
of the Work Plans.
Heiner Schanz's and Willi Zimmermann's
(in written) ideas about WG Work Plan contents were discussed.
It was decided that the two Chairpersons of the WGs continue together
the coordinated preparation of their Draft Work Plans.

and sends to COST scientific secretary Pentti HYTTINEN the necessary
information for official invitations for the meeting.
5. Organisation of the 1st
Seminar in Spain, 19-21 October 2000
Eduardo ROJAS-BRIALES will take
care of organising the seminar in Solsona, Spain, immediately
after the Spanish Forest Policy Forum V on 18 October 2000. Preliminary

not covered by national projects of WG1; to be defined in WG1
meeting in Freiburg 20-21 March 2000)

by national projects of WG2; to be defined in WG2 meeting in
Freiburg 20-21 March 2000)
Detailed themes and speakers will
be decided in Freiburg. It is intended to invite 3-4 invited speakers
for each WG. Seminar proceedings will be published by Centre Technològic
Forestal de Catalunya.
6. Homepage draft
Aarne Reunala had prepared a 20-pages
draft plan for the Action homepage. It was discussed thoroughly
and improved. If everything goes well, the homepage should be
operational beginning of January 2000.
The homepage will consist of Structure
and participants, Meetings and seminars, Short-Term Scientific
Missions, Reports and proceedings, News, NFP Network, Work Plan
2000-2003, Memorandum of Understanding, COST homepage, Comments
and reactions. In principle, all documents produced by the COST
Action should be available at the homepage.
An interactive discussion forum at
the homepage was considered to be interesting but technically
and practically too demanding at least at the beginning of the
Action.
7. Short-term scientific missions
It was noted that the first call
for STSMs had been sent by BOKU and the dead-line for applications
is 15 March, 2000. WG1 and WG2 should include STSFs into their
Work Plans.
8. Newsletter
The first Newsletter will be published
at the homepage January 2000, Vice-chairman as the editor. The
possible contents was discussed. Chairman will have an opening
word for the Action. The distribution of the Newsletter in each
participating country will be the responsibility of national COST
E19 delegates.
9. Any other business
