Primary objectives Overview on the completeness or deficiencies of existing policy tools related to sustainable forest management (SFM) compared to the new definition of SFM.
Abstract Pan-European criteria and indicators for SFM are modified and supplemented on the basis of other relevant documents in Austria. Based on that the actual situation of forest management in Austria is compared with the desired situation. The latter is either determined by the scientific community or by political agreements. The difference between the actual and desired situation is an indicator for how successful the existing policy means are.

Primary objectives Advancement of knowledge about the impacts and outcomes of policy tools for ensuring sustainable forest management and about the preconditions for their formulation and implementation.
Abstract For each type of policy instrument (regulatory, economic and informational), two prominent examples of existing and proposed policy tools are chosen. To explain success or failure of existing policy tools, their choice and implementation by the policy-making system is analysed with regard to: problem structure; the political, institutional and economic situation; as well as values, ideologies and interests of the political actors. Further-more, the acceptance of new policy tools by representatives of political parties, forest and environmental NGOs, and administration (ministries of environment and agriculture) will be assessed. The comprehensive theoretical framework for evaluating the policy-making process is policy analysis. In particular, the approach of policy-network analysis is applied for the ex-post and ex-ante evaluation of pol-icy means. For this purpose the interaction among participants of the policy network is explained by using hypotheses from several theoretical approaches (rational choice, institutional theory, and value systems). The hypotheses will be proved by focused interviews and standardised ques-tionnaires addressed to the main actors in the policy field. The analysis of official and internal documents of institutions involved will support the investigation.

Primary objectives To give scientific contribution for the formulation and implementation of a national forest programme (NFP) in Austria
Abstract An analytical framework for the forest decision makers is to be formulated. This contribute to the political process which has to define "sustainable forest management" in an operational way and interpret the basic principles of NFPs. An evaluation of Austria's current forest policy against the background of sustainable forest management and NFP requirements shows major gaps which have to be filled in an NFP process. Corresponding to the different interpretations of NFP-basic principles and considering possible external factors (e.g. international legally binding instruments; financial incentives of EU; multilevel governance) several scenarios will be worked out. These scenarios are based on an extensive literature review and experiences of other countries as well as interviews with experts and the national key actors involved. Finally, the consequences of the different scenarios for the Austrian forest policy network (both regarding structure and interactions) will be investigated. Hypotheses about these consequences are to be tested with NFPs of other European countries, national environmental plans and policy plans in other policy sectors.

Primary objectives 1) To study how the actor-network of regional forestry promotes and adjusts the goals of National Forestry Programme. 2) To study how the function of the forestry actor-network could be improved and evaluated from the viewpoint of sustainable forestry.
Abstract The regional forestry programme 1998-2002 in Northern Ostrobothnia has been worked out in 1998. The key actors of the programme are officials of the Northern Ostrobothnia Forestry Centre, and other stakeholders participated in the process of forming the programme: environmental officials and interests groups, forestry industry, forestry small-scale processing industry, and forest owners interest organisations. The first aim of the study is to research, how actors in the case study area conceptualise the relationship between forestry and rural development. The study starts from the defining forestry network and extends to rural development network. The purpose of the study is to name the regional and local network, and research what potentials exist concerning cultural and natural heritage. Also the role of entrepreneurs, and the impacts of reorganisation of the global economy and markets are studied. The second aim of the study is to develop method for assessing the regional target programmes for forestry. The qualitative methods are utilised and developed. Actors of the programme are asked semi-structure interview questions. Also focus groups and group interview sessions, essay writings, cognitive maps, Delphi-method and 635 technique are used. As a result the steps for the analysis of the policy programmes development - concerning forestry but other rural development as well - are introduced. Finally, the officials in Northern Ostrobothnia Forestry Centre are empowered to participate in evaluation and assessment.

Primary objectives To identify and explain the ways of intersectoral coordination in order to allow for the development of improved integrated nature policy programmes with adequate consideration of sectors' identities and demands.
Abstract Intersectoral co-ordination is one of the main principles/elements of national forest programmes in the IPF-proposal for actions. Beside the recurring call also in other policy documents the functioning as well as the limits and opportunities of intersectoral policy coordination remain rather unclear. Based on the Dutch forest policy sector with several different ministries involved in the development of forest and nature policis the project aims to understand the underlaying mechanisms behind intersectoral coordination within the development of new national nature policy plans. Beside identifying and explaining different intersectoral coordination mechanisms special attention will be given to questions such as 1. how is the forest sector defined, 2. who is maintaining the forest sector's identity and why, and 3. what can be/ is perceived as interfaces between different sectors. Taking a start from interaction-theories the project relies on a extensive literature review, qualitative document analysis as well as interviews.

Primary objectives Better understanding of how forest owners' decisions are made by including household, socio-economic and local based factors. Primary objectives To assess the values and meanings of forests and trees to urban society in a Western post-industrial economy.
Abstract Focus-group study combined with expert panel. PhD plus separate research by department staff. Indications are that society places a high value on trees and forests, and sees them as icons for nature itself. However, the language and imagery used by professional foresters and land managers is very different to that used by lay-people. The study will be one of the most extensive environmental focus-group studies ever undertaken in the UK.

Primary objectives Identify the contribution that forests in SE Wales might make to the sustainable development objectives of the National Assembly For Wales.
Abstract The forests of the Welsh valleys are among the largest areas of urban forest in Europe, with a population of 2 ½ million (80% of the population of Wales) living in close proximity to 80 km2 of forest. The study asks the question: What kind of a resource are forests in terms of the Assembly's objectives for sustainable land management? The study uses sociological and ethnographic study to identify barriers to understanding followed by the application of planning theory to assess the capability of the forests to contribute on a broad front to Welsh society.

Primary objectives To develop theoretical frameworks and rhetoric for public participation in forestry policy-making.
Abstract Participation is a recurring theme in international processes for forestry. However, academic understanding of the meaning of participation in western society falls short of the current rhetoric. This seems to be derived from practice and experience in subsistence economies and to be overwhelmed with context-specific case studies. The study will explore the legitimacy of participatory processes and the way that stakeholders and stakeholder needs change with the level of policy making, from site-related through to international negotiation, and with context. It will include training and seminars for policy makers and forestry practitioners.

Primary objectives Closer alignment of forestry and land-use planning objectives.
Abstract Forestry in the UK is regulated largely through voluntary processes, and is not covered by the statutory land-use planning system. As a result forestry objectives are often overlooked in regeneration and infrastructure development. This sponsored PhD studentship is examining the opportunities for closer alignment of the two systems and for better understanding of common objectives.
