Abstract: Based on international concepts and fulfilling
international commitments since UNCED in 1992 , a societal dialogue
process called the "forest programme" was started in Baden-Württemberg
in 1999. Representatives of different interest groups, associations,
and sectors discuss important forest-policy fields of action in
order to define the expectations placed by society on the forest
and forestry as well as those placed by the forest owners on society.
The document gives a background on the concept of nfps, and the
international, national and subnational framework conditions for
forestry in Baden-Wuerttemberg, Germany. It describes guiding
principles for forest policy on four different fields of action:
forests and climate/CO2, forests and biodiversity, wood as a natural
resource, forests and society. The Council of Ministers of the
State of Baden-Württemberg took notice of the forest programme
on September 19, 2000. The State Government decided to base the
forest policy on the guiding principles elaborated in societal
dialogue and to continue this dialogue in an appropriate manner
with all involved interest groups in accordance with international
directives.
