Abstract: This approach for local forestry development has been used by some 30 Rwandan communities from 1987 to 1994, and in France for setting up territorial projects. The 'briefing note' presents principles and the basis that characterize decentralized participatory planning, the process involved (including operations to be carried out, tools for use and illustrative tables), practical advice for implementation, and a vocabulary of keywords (definitions and explanations) for better understanding of the approach.
