Abstract: Co-operative processes were organised in regional
forest programmes in Finland. Two of them were evaluated. The
aim was to get a firm basis for future work. The study showed
that the organisers would benefit from quality training aiming
at deeper understanding of and know-how about public participation.
It is evident that the efforts to adopt co-operation and public
participation without changing the old planning culture cannot
be fruitful. Also some technical problems were found. For instance
the participation was not planned adequately, the documentation
of the discussions was poor and the meetings could have been timed
better.
