Abstract: The document analyses the advantages and disadvantages
of various options for improving the international legal regime
for forests. The core element for strengthening this regime is
a cross-sectoral forest and land-use programme. In supporting
the national forest programme concept the following international
legal measures may be helpful: the development of a widely accepted
concept on how to prepare and implement NFPs by taking further
account of national level criteria and indicators of sustainable
forest management; the development of appropriate regional approaches;
and the creation of a new international forum for international
consultation on forests.
