Abstract: The document aims to give an outline of a design
for sustainable development of all kinds of forest environments
and activities, encompassing all types of forests and applicable
by all countries (developed, developing or economies in transition).
Part 1 (Basic Principles) describes the National Forestry Programme
approach, its goals and main objectives and 12 basic principles.
Part 2 (Operational Guidelines) covers the process involved, its
organization, strategic planning, implementation, and revision.
