It is not completely correct. For example, clearfelling are prohibited in Slovenia. This is from Slovenian Law on Forests (thanks to Milan ëINKO <milan.sinko@UNI-LJ.SI>): "Article 22 (1) Clear felling shall be forbidden as a form of forest management. (2) Notwithstanding the prohibition under the previous paragraph, a forest may be clear felled if this is envisaged in the general part of a forest management plan because of forest cultivation measures or if it is necessary because of sanitary felling or carrying out preventive protective work." I agree that clearcutting system in most cases is better from the sylvicultural point of view, but in mountains, for fir and spruce selective cuttings are god if not the best solution.
