There are authoritative definitions for "forest" and "park" in Terminology
of forest science technology practice and products (Ford-Robinson (ed.),
1971) and also in Merriam Webster's New Collegiate Dictionary (1976).
Alternatively, you could choose another English language dictionary for a
slightly different meaning or even go to a resource management agency to
see if there are differing definitions.

Interestingly, there is no definition for "park" in the Dictionary of
Natural Resource Management (Dunster & Dunster, 1996).

You could get into quite a debate over what each of these words means, or
to try and see if and how these meanings have changed over time, or see how
these meanings differ between countries.

Unless one of these is your goal, I suggest you choose one of the published
definitions and go with it.
