The Forest will be managed principally for production (timber, fuel, food etc) or protection (environment including soils etc.). Parks are managed principally for aesthetics and recreation. Clearly Forests are also managed for aesthetics and recreation and Parks will have protection and timber production as part of the management objectives. As a result there is inevitably a range of situations where it will not be clear when a park is a forest and vice versa.
