What about using a Tree Spade to lift out the tree and replace it back in an adjacent dyke that has been raised. I know this will be costly if there are allot of trees to remove but so is flood damage. Another idea would be to sell the trees for landscaping purposes to someone with a tree spade and then replace each tree removed with a standard or similar. Lastly I might be wrong but wouldnt the willow carry on growning by just putting out new roots, after all willow is remowed for its ability to grow from any old shoot pushed into the ground.
