TO: nic.funet.fi Everyone these days seems to adhere to the concept (at least for the tropics) of local communities managing forests in partnership with State forest services. However its more difficult to find instances of this working. National and NGO aid programmes are often heavy on education and training, but seldom provide the direct cash 'resources' or 'incentives' that local communities usually want to get started. I'm seeking this information on behalf of a colleague in a Development Agency -- Does anyone know of successful aid schemes where a donor sets up a loan- or grant-fund to be competitively bid for by Community Based Organisations based on their 'business-plans' for community forest management?
