2nd Pro Silva Congress 1997



PRO SILVA information                            jan / feb 1997

PRO SILVA is a European federation of foresters who advocate forest
management based on natural processes.

Based on a broad approach to sustainability, PRO SILVA presents the
policy statements on four issues of major importance to present-day
forest management:
1) The basic principles of responsible forest management and forest
   utilisation
2) The maintenance of biodiversity
3) The use of exotic species
4) The ecological role of forests in the landscape

Together with this emphasis on sustainability, PRO SILVA promotes
forest use which follows natural processes. By these means, ecological
and economic risks are reduced.

PRO SILVA is convinced that it is possible to commence the change from
a regimented type of forest management to the type of management and
silviculture advocated by PRO SILVA at almost any stage of stand
development.

PRO SILVA supports the implementation of such management in the
following ways:
1) Exchange of information within regional working groups
2) Establishment of demonstration forests
3) Meeting and excursions in demonstration forests
4) Cooperation with educational and scientifc institutions, and other bodies


These policy statements are the result of many discussions held among
members of the board of PRO SILVA Europe. The objective of these policies
is to increase the benefit derrived from the forest, by present and future
generations.

Pro Silva
Pro Silva promotes forest management that combines the conservation of
forest ecosystems with their profitable and sustainable utilisation.
The approach to management that is advocated by Pro Silva is concerned
with both economic and non-economic objectives and takes the whole forest
ecosystem into consideration. A major feature of this approach is to
work with natural ecological processes to achieve these objectives.

Forest management according to the Pro Silva approach is based on
sustainability in its broadest sense. The conservation of biodiversity
and the protection of soil fertility and climate are key elements.
Sustainability provides the basis for the full range of productive uses
to which forests are put.Pro Silva strategies can put into practice the
Principles laid down at Rio in 1992 that sought to direct the future use
of forests world-wide.

The 2nd International Pro Silva Congress seeks to:
Advance knowledge
Develop strategies
Publicise the Pro Silva Approach

The Congrss is aimed at practical forest managers, forest owners, scientists
and policy makers.

Congress Themes
The Demand:
        The demand by society for sustainably-produced forest products.
                  Do foresters produce what society wants?

The Offer:
        Can we anticipate the demand?
        Big business is already considering the basic issues.

The Uses of Forests:
        Optimising the various functions of the forest
        So-called multi-purpose forests are often far from optimal

Biodiversity:
        Promoting biodiversity
                  Lip-service must be transformed into practical forest
management

The Economy:
        Upgrading the financial performance of forest enterprises
        Management must be based on sound economic rules

New Forests:
        New approaches to the afforestation of agricultural land
        Forests are not just fields with trees

Congress Programme
The Congress will be held in May 1997 in Apeldoorn, The Netherlands. It
will consist of one  day of lectures given by leading members of the
forestry community followed by two days of excursions to forests in the
centre of the country. The excursions will illustrate a number of issues
highlighted in the lectures. The congress will close with a forum session
which will prepare a final declaration. This will be publicised.

Especially for visitors of this congress the Apeldoorn Tourist Board is
preparing a trip through the central part of Holland on June 1. This trip is
not included in the fees of the congress.

Where and When?
The 2nd International Pro Silva Congress will be held in Apeldoorn on the
29th, 30th and 31st May 1997. The first day of lectures will be held in the
Theatre Orpheus. On  the last day the Congress will close with a reception
and dinner given by the Municipality of Apeldoorn in the New City Hall.

The participants will be housed in four Golden Tulip Hotels in Apeldoorn and
the surrounding area. During the Congress buses will be available for transport
to and between locations.

The cost will be Dfl. 750.- This includes accommodation, meals, transport and
congress papers.
