When I worked for Queensland Forestry (8 years ago), this issue was very
topical at Brisbane Forest Park.  At the time, this park was co-run by
forestry, shire council, and other land users.  It may be worth talking to
them about your problem, because they had to work through the same issues.
I am sorry I don't have their number but if you rung QDPI Forestry Service,
