Dear Mr. Palmer: I like your idea, but most of poor villagers do not pay
income tax, nor business tax. So, how can the tax break be paid? How can the
incentive be given? I would be more interested in giving such an incentive
to corporate tree planting. For developing countries, however, such a
measure should not be a burden to the public coffer and there is this
question of equity. Sitanon.
