Dear subscribers to FOREST, I am doing a theoretical research on defining and measuring effectiveness criteria in forest policy. Having reviewed some literature on program and policy evaluation, it seems to me that policy evaluation practices in forestry are less developed than in, for example, education or health care. Possibly, the *ecosystem management* offers a paradigm that will make policy evaluation more necessary in forestry. In this context, it may be worth to discuss of policy effectiveness as a criterion for evaluation. The criteria of efficiency seem to be better approached by the forestry literature. Can anybody point out to me some recent evaluations of concrete forest policies that use explicitly an effectiveness criterion?
