If I understand it well, for a forest engineer to be qualified (to sign a forest management plan for instance), he needs to be recognized by the order of forest engineers of his province. Normally, a foreign engineer, after having received the Canadian nationality (pre-condition), has the right to submit an application to the order of the province where he wants to work. This application will be studied by the order and the order will formulate which requirements the applicant must meet (as far as I know for Quebec, a few classes - forest legislation, forest ecology and a certain number of hours of training).
