In addition to the comment that legal landfills are sealed, is it not the case that within a landfill the wood may be converted to methane which if it escapes to the atmosphere is a far worse greenhouse gas than carbon dioxide. Burning the wood for fuel may release the CO2 more quickly, but as I'm going to burn something to keep warm (Scotland gets mighty cold) and quite possibly release CO2 in the process, scrap wood seems to make sense.
