I am not in a possition to critically evaluate Dr. Robin D. Silver's recent
posting of a testimony questioning the faithfulness with which the NEPA
process was engaged in proposing the development of an observatory complex
on Mt. Graham and its effect on red squirrel.  This one statement does not
make it look very good.  I would suggest that responsible advocates and
others associated with such development also critically evaluate the need
for yet another observatory complex given that the U.S. apparently has
greater observatory capacity than it can support in the foreseeable future
(refer to a recent _Science_ editorial on this topic).
