One source which may lead you to the text of territorial laws is the Russian Far East Update, a newletter published in Seattle (P.O. Box 22126 Seattle, Washington 98122). The newsletter doesn't publish laws, but often provides names of people working in Forestry as part of a news article. These people, in turn, might be able to gets your hands on some laws. I, too, have been doing research on Russian Far East laws, but concentrating in the fisheries area, and am having a difficult time finding law. My understanding of the RFE, however, leads me to believe that the law as promulgated does not reliably reflect the realities of natural resource magagement there. I assume you've already found this, but Julia Levin has a good article in 19 Ecology Law Quarterly 685 (1992) on Russian Forestry. If you can get in touch with her, she might be able to help you out.
