Forest Management Laws and Regulations in the Khabarovskij Territory

I am researching the development and implementation of forest management
laws in the Russian Republic and the Khabarovsk Territory, and have
encountered significant difficulty in locating laws, regulations and
decrees at the territorial and district levels.  I have searched in
looseleaf services, on the RUSLEGISLINE database on Westlaw, in FBIS
reports, and in other Russian/Soviet press databases, and have found
plenty of federal law on the subject, but nothing from lower levels of
government.  Any recommendations? (I can read Russian, so I don't really
need translated sources.)
