I am gathering background information for a paper I am preparing for the IUFRO Conference on Forest Survey Designs and Assessment of Non-Timber Resources. I wish to address some of the politics and non-statistical problmens one may encounter in the development of integrated, coordinated, or multiple resource inventories. If you have experience in this area or can forward this request to some one who does, I would appreciate the following: 1. Identification of up to 3 situations or conditions that you think are necessary for developing an integrated, coordinated, or multiple resource inventory program, and 2. for each condition, list 2- 3 actions you would take to reach that situation.
