Can anyone help?

WANTED - Algorithm for 'rubber-sheeting' map coordiantes for transformation
from one projection/grid system to another, where parameters of either
projection may not be known.

- OR a shareware programme for converting comprehensively between map
projections

- OR a literature reference from which I might obtain help with the above.

The purpose is for the production of a mapping utility for use with a
biodiversity database.
